OCOchem’s Todd Brix Invited to Address Biotech Congressional Leadership Briefing at Stanford University’s Hoover Institute

Formally known as the Congressional Leadership Accelerator for Biotechnology, or C-LAB, the Bio-Strategies and Leadership event aims to equip congressional staff with the knowledge needed to act on pressing biotechnology and biosecurity issues while there is still time to shape outcomes.

(February 19, 2026) — AI, programmable biology, formate and other biotech advances were the topics of two days of discussion hosted by the Hoover Institute’s Bio-Strategies and Leadership Initiative second “bio boot camp” – bringing together twenty mid-to senior-level Congressional staff from both parties, both chambers, and key committees.

OCOchem’s CEO and Co-founder Todd Brix was invited to share OCOchem’s biotech advances and vision at the frontier of OCOchem’s industrially scaled abiotic CO2 electrolysis process to synthesize formate. Formate has been identified as an inexhaustible circular platform molecule for bridging atoms and energy via its liquid syngas carrier attributes as well as its role as a synbio feedstock for current and frontier formatotropic micro-organisms that could use formate. rather than sugars, to make biochemicals and biofuels.

Participants included: Hoover director Condoleezza Rice, Hoover senior fellow Drew Endy, members of the U.S.-China Economic and Security Review Commission, OCOchem Co-Founder and CEO Todd Brix, Google VP of Security Royal Hansen, Assistant Professors Brian Hie and Vayu Hill-Maini, policy advocates Zeena Nisar and Janet Standeven, and more.
